On September 27, the Fire Prevention and Rescue Police Department (City Police) coordinated with Song Cam Shipbuilding Joint Stock Company (in Ngo Hung village, Hong An ward, Hai Phong city) to organize a fire prevention and rescue plan exercise at the 4-storey worker accommodation of the Company. Participating in the exercise were the Fire Prevention and Rescue Police Team on the river, the Fire Prevention and Rescue Team of Zone 4, along with all the grassroots fire prevention and rescue forces and officers and employees of the Company. This is a meaningful and practical activity to celebrate the 64th anniversary of the Traditional Day of the Fire Prevention and Rescue Police Force (October 4, 1961 - October 4, 2025) and respond to the 24th anniversary of "National Fire Prevention and Rescue Day" (October 4, 2001 - October 4, 2025).

The hypothetical situation is that at 3:00 p.m. on September 27, 2025, a fire broke out in the workers' rest area due to an electrical short circuit. The fire broke out during working hours and grew rapidly in surface area due to the main combustible materials being paper, plastic, cardboard, and electrical equipment.

At this time, there were few people in the workers' rest area, so the fire was discovered late. The initial fire fighting deployment by on-site forces and equipment was ineffective, allowing the fire to continue to develop and risk spreading to surrounding areas.

When the incident occurred, there were about 10 officers and employees resting. Due to smoke and toxic gas covering the hallway and stairs, 5 people were trapped on the 4th floor, panicking and unable to escape.

As soon as the incident was detected, the local fire prevention and fighting force quickly shouted, alerted, organized evacuation instructions, moved assets, and deployed on-site forces and equipment. The Company's leaders directed the establishment of a Fire Fighting Command Committee, mobilized forces and equipment to extinguish the fire, rescue people, and at the same time called 114 to report the fire and notify the local authorities.

Upon receiving the news, the 114 Command Information Center, the Fire Prevention and Rescue Police Department - City Police Department quickly handled the situation, reported to the leaders of the Fire Prevention and Rescue Police Department, mobilized 1 fire boat, 1 rescue vehicle of the Fire Prevention and Rescue Police Team on the river, 1 fire truck of the Fire Prevention and Rescue Team KV4, along with many officers and soldiers to quickly arrive and deploy fire fighting and rescue plans.

By the time the City Fire Prevention and Rescue Police force arrived, the fire had developed to an area of ​​about 100 m². Professional forces used nozzle B to spray concentrated water directly at the base of the fire to control the development of the fire; at the same time, deployed nozzle B to spray multi-purpose mist to cool, protect the forces participating in rescuing people, moving assets, preventing fire spread, and preventing collapse of construction structures.

Thanks to the synchronous implementation of solutions, the fire prevention and rescue forces of the two units quickly extinguished the fire, rescued 5 trapped employees, ensuring life safety and limiting property damage.

The practice session took place according to the set plan; ensuring absolute security and safety for people, vehicles, assets and equipment of the facility during the practice session. The practice situations were close to reality, meeting the requirements of fire fighting and rescue when a fire or explosion incident occurred.

On that basis, officers and soldiers of the two units had a firm grasp of the area, traffic characteristics, water sources, architectural features and the dangerous nature of fire, explosion and toxicity at the facility to perfect appropriate fire fighting measures and techniques to ensure high efficiency in fire fighting.

In particular, through the practice session, the fire fighting force mastered the process and steps to handle fire or explosion incidents; at the same time, it consolidated and built the fire fighting and rescue force at the facility according to the "4 on-site" motto, meeting professional requirements, ensuring quick and effective handling of arising situations.

This is also an opportunity to check and evaluate the operational capacity of the on-site fire fighting system and equipment, promptly detect and overcome existing limitations. Thereby, effectively launching the movement "All people participate in fire prevention and fighting", contributing to maintaining security and social safety in the city.
